And frankly, decimation is only being 10% effective if your goal is obliteration. Common, modern understandings of the word may include greater efficacy. Decimation is more-or-less a terrorist act designed to affect morale.
Speaking of, I hope this game also implements morale in the way X-com did (terror missions, alien terrorists, aliens slaying civilians and squad-leaders to cause rookies to run in fear, etc.), or as later games such as Dawn of War (i.e., weapons have both a morale- and physical-damaging component).
